TL;DR: The Triangle has three main routes to a free or county-supported pre-K year, and which one you use depends on the county you live in. Wake families file one Wake Pre-K application, Durham families can add Durham PreK, and Orange and Johnston families apply for NC Pre-K through their county contractor.
Which free pre-K programs can Triangle families use for fall 2027?
A child who will be four by August 31, 2027 can be considered for NC Pre-K in any of the four counties, and the county decides how you apply. Wake County folds NC Pre-K, WCPSS Title I Pre-K and Telamon Head Start into one shared application. Durham County also runs Durham PreK, its own county-funded program. Orange and Johnston families go straight to their county's NC Pre-K contractor.
| Program | Where | Who it serves | How to apply |
|---|---|---|---|
| Wake Pre-K application | Wake County | Wake four-year-olds; places children in NC Pre-K, Title I Pre-K or Head Start | One application; paper forms go to the Wake County Smart Start Application Center |
| Durham PreK | Durham County | Durham four-year-olds; county-funded, managed by Early Years Inc. | durhamprek.org or 1-833-773-5883 |
| NC Pre-K | All four counties | Four-year-olds at or below 75% of state median income, some military families, and up to 20% with risk factors | The NC Pre-K contractor for your county |
| Child care subsidy | All four counties | Working or studying parents who meet income rules | County social services; in Wake, Wake County Social Services |
How does the Wake Pre-K application work?
Wake families fill out one form and are matched with the free program that fits them best: NC Pre-K, WCPSS Title I Pre-K or Telamon Head Start. The child must live in Wake and be four by August 31. Title I Pre-K runs in Wake elementary schools on the regular school day with free breakfast and lunch, and children complete a screening in the spring.
The most recent WCPSS page we could find described the 2025-26 cycle, when the deadline was June 13, 2025. Expect a similar spring timeline for 2027-28, but confirm the date before you plan around it. WCPSS also lists tuition-based pre-K classrooms, such as Project Enlightenment, that sit outside the free application and have their own enrollment steps.
How is Durham PreK different?
Durham PreK is a Durham County investment rather than a state program. Early Years Inc. manages it for county government, working with partners such as Durham's Partnership for Children and Durham Public Schools, and its stated goal is high-quality pre-K for every four-year-old in Durham County. It started with five pilot classrooms in 2019 and has grown since. We could not confirm the current cost rules from the program's pages, so ask about cost when you call.
NC Pre-K vs a private preschool: what the state program is not
NC Pre-K is not a voucher you can take to any preschool. Classrooms must be four- or five-star rated, and the program runs in public schools, Head Start and contracted private centers. Being eligible does not guarantee a seat, and some counties keep waiting lists.
It is also not the Opportunity Scholarship, which starts at kindergarten. In our federal data, 37 Wake, 15 Durham, 5 Orange and 4 Johnston private schools report pre-K classes. Ask the director whether a room takes part in a public pre-K program; if not, the year is paid privately or with child care subsidy.
Can child care subsidy fill the gaps around a pre-K day?
Often, yes. A pre-K seat covers the school day, but many working parents also need care before and after it, over the summer, or for a younger sibling. North Carolina's child care subsidy helps parents who are working, in school or in job training pay a provider that participates in the subsidy program, including many church and private preschools.
In Wake, families download, sign and return the application to Wake County Social Services by drop box, scan, email to childcaresubsidy@wake.gov or mail to 220 Swinburne Street in Raleigh. The county says most families pay a share of their care costs, normally around 10% of gross monthly income. Durham, Orange and Johnston families apply through their own county social services department. Subsidy has its own income rules and can have waits, so apply early rather than waiting until the pre-K placement is settled.
One practical tip: if you are choosing between preschools, ask each director two questions together, whether a room is part of NC Pre-K or Durham PreK, and whether the center accepts subsidy for the hours outside it.
What should Triangle parents do this winter?
Write down your county's route, gather proof of address and income, and watch for the 2027-28 application to open. If your child will move on to a private kindergarten in 2028, note that the Opportunity Scholarship application for that year opens in winter 2028. Our Triangle pre-K guide keeps the details in one place.
